Call for Proposals: Consultancy to Develop an Emergency Response Programme Plan

The Commonwealth Equality Network is inviting proposals from experienced consultants or teams to develop a practical Emergency Response Programme Plan to support LGBTI+ human rights defenders across the Commonwealth.

Purpose of the Consultancy

The purpose of this consultancy is to design and operationalise an Emergency Response Mechanism (ERM) that enhances the Network’s capacity to support members facing threats or emergencies. The consultant(s) will develop programme documents, an internal crisis response protocol, and guidance to enable members to respond effectively and safely to emerging risks.

Scope of Work

The consultant(s) will transform the recommendations from the 2025 scoping report into a detailed and implementable ERM programme plan. This will include designing strategies for facilitation and coordination of emergency support, enhancing members’ capacity in safety and security through training and peer-to-peer learning, and producing a clear and actionable internal emergency response protocol with defined triggers, roles, and responsibilities. The consultant(s) will also engage with members, the Secretariat, and the Management Committee to ensure an inclusive, practical, and well-sequenced design process that takes into account the Network’s remit, capacity, and resources.

Key Deliverables

  • A complete programme plan, including operational/work plans, theory of change, logical or results frameworks, and a MEAL plan

  • Human and financial resource assessments and a risk register

  • A formal internal emergency response protocol for members

  • A light-touch consultation process with key stakeholders

  • A final presentation of the ERM framework to members

Required Expertise

The consultancy is suitable for a mid-to-senior-level consultant or team with at least seven years’ experience in programme design, human rights defender protection, and/or LGBTI+ rights. The consultant(s) should have strong technical expertise in programme design and MEAL systems, knowledge of protection mechanisms and emergency response in high-risk contexts, and experience facilitating participatory design processes with diverse civil society actors. Excellent analytical, writing, and communication skills are essential. Applications from members of the Network are encouraged, though external consultants with relevant experience are also welcome.

Timeline and Budget

The consultancy is valued at ÂŁ5,500 (inclusive of all taxes) and is expected to run for three months, beginning on 1 January 2026.

Interested consultants should submit a technical proposal of no more than five pages outlining their approach, methodology, and timeline, along with a financial proposal of no more than two pages, CVs of key personnel, and the names and contact details of two references.
